Don't overload your transcript with pointless activities. They want to see that you were dedicated to at least one thing for a long period of time rather than mindlessly joining clubs left and right. I only had one club as an activity (but I was the president... they like leadership stuff), and I think it also helps if you can say you held down a job while getting good grades. I had a job through all of high school, I think that helped as well.
Be very well rounded. Test scores mean nothing if you aren't involved. One of my friends was denied with at 34 ACT but a new friend of mine was accepted, like I was, with at 29 and we were more involved in outside activities in high school than my first friend who was denied.
