As an international student, my applocation process was different, but I had to submit my transcripts, SAT scores, online application form, counselor and teacher recommendation forms and response to a couple of essay questions.

Have "upper-middle" SAT scores, a wide array of extracurricular activities (especially those with leadership positions), and a great "personal statement" essay.

My ACT score was not in the upper 20s but my GPA and community service helped me.

Make sure you have a nice high ACT score and high GPA.

Getting in isn't so much of an issue as much as getting a good academic scholarship. DePaul's a pretty good school]- especially the College of Commerce, it's mostly just a matter of being able to get enough money to afford it. They're pretty giving- the higher the GPA and ACT the higher the academic scholarship.
