You simply have to show the admissions committee that you're a unique student, show them that they need someone like you around and that you need Penn in your life as well. The competition is probably less tough for international students and legacy students. Penn doesn't want people who are merely eager to go to college and develop themselves etc, they want people that are certain that Penn is for them. They want to see eagerness and productive curiosity.

My advice is to take challenging classes, work hard and demonstrate leadership. Also, contact your regional admissions officer and really demonstrate an interest in Penn. If you are sure you want to attend Penn...apply early! First of all it is amazing to be accepted to college during the first semester of your senior year and the applicant pool is more competetive during regular decision.
