UCSB was great. It doesn't have a great reputation outside of California, but the education I received there was second to none (this is compared to my relatives who graduated from Yale, Dartmouth and MIT). The classes were mostly challenging, very few "easy A's," and lower-level classes seemed designed to flunk out those who could not handle the work. They teach you to think and prepare you for research and academia, so if you want a vocational school UCSB is not the place to go.

Socially, if you want alcohol and easy sex, UCSB has it. It also has less bawdy social scenes, but you have to search for those.
