I attended the Art Institute of Seattle's photography department. Someone stole a camera, so the entire class was not allowed to use the studio until the camera was found. This works in elementary school, but not in an institution where you are paying over $10,000 - $15,000 per year in tuition, books, materials, etc. Also, what normal school do you know of where they have security guards everywhere and require you to wear a security pass. The University of Washington and Seattle Central are wide open and encourage learning. Good luck getting into Seattle Central's Photo program, there is a year long wait, that's how good it is. Anybody can get into The Art Institute of Seattle! Being in the arts demands a liberal education. The Art Institutes do not offer this. The Art Institute is however a great "last chance" for some people who can't get into other schools.
