UGA and Athens are great - so much better than I expected. As an out of state student, I was worried about meeting people, but it wasn't an issue at all. UGA gets a bad reputation as only being fun if you're in greek life, but I don't think thats true - there is a huge population of interesting, fun people who aren't greek. I strongly recommend UGA, especially for instate students - you can't beat the hope scholarship. Classes are intellectually stimulating, campus is beautiful, and downtown is a dream. And if you don't know yet, football games are amazing!!
