I am a very outgoing guy and will talk to anyone. However, occ is the most anti-social place I've been too. Nobody will talk to you unless they know you from high school, and you always get dirty looks. No clubs are any form of student involvement because everyone stays to themselves. Don't you dare offer to help another student, you'll get screamed at and humiliated in front of everyone. Off has major bullying problems and yes, they allow bullying. don't count on occ to help you make friends.
