USM is unknown outside the state of Mississippi and bordering southern Alabama and Louisiana. The reputation throughout the Southeast is minimal, and nationally it is nonexistant.

The college worked well for me because 1) I had no money coming out of high school and 2) I had no knowledge of available educational opportunities. I graduated with a 4.0 GPA and moved on to a top 20 graduate school. I used the anonimity/obscurity of the school to my advantage during the application process and turned out OK.

The traditions and atmosphere of the campus are poor, and the students and faculty have a deeply ingrained inferiority complex imposed on them by their slightly wealthier neighbors to the north in Oxford. The administration is a running joke, and the students are by and large the disconnected, non-traditional types that you find at most "directional techs".

Essentially, a degree from USM tells the outside world nothing about you of note or distinction. If you want/need your degree to say something, this is not the school for you.

BUT if you are entering a field where the degree itself is basically all that matters, the cost and possible proximity to the school will make it attractive.

Also, the broad-brush advice above doesn't mean you will hate the school, students, or anything about your experience. In fact, you might love it. But you need to know what the school will do for you in the outside world.
