PSU is a school with a reputation for partying that it hates.

The Dean of Students likes to blame unrecognized Greeks for the 44% 4 year graduation rate in spite of how small of a population they make up. The sports teams party act exactly the same as the Greek lettered houses. As a point of advice, the Greek houses don't post there letters for fear of harassment by the local PD.

CS focuses only on programming, and later in the course you get some DBA and networking admin exposure. Most useful thing I learned before working was how to properly trouble shoot, sadly the philosophy courses are more adept then the CS teachers at doing this.

Dorms (except Mary Lyon and Langdon) are small, cramped, overpriced, and shitty. If you torrent, the network is unmonitored (or was at time of graduation) but ask them to make your wall-drop live, you will absolutely love the speed (they forced everyone to wireless).

The older the student the less dickish they will probably be. Freshmen are in general shit people, if your one of the few that aren't, but can't give up smoking pot, or suck at sports, consider the Greeks.

As for how chill the PD are? It depends on the relationship the people in the house have with them. They make up noise complaints when they think a party is getting too big, but they also might legitimately get noise complaints, that's because most rented houses are right next door to townies. Its a shit situation and it doesn't seem like there is an end in sight because the one thing that the locals hate more then the school existing is that people going there might want to have fun.

Oh, parking/living. Permits are shitty, move off campus as soon as possible (Lie, cheat, steal) you will love the school so much more once you get beyond packing a towel at the bottom of your door and sneaking a 6 pack past the RA's.
