I am at the end of my freshman year at Rutgers and I am planning to transfer out. Rutgers is a university haphazardly placed in the middle of a sketchy neighborhood. The locals are poor and always roaming the streets and students are frequently mugged and robbed. It is a very unsafe atmosphere. The faculty are more absorbed in their research than anything else. Most classes are taught in lecture halls and those that are not are taught by foreign TAs (at least in my experiences). I hated Rutgers.
