PSU has "enrollment controls" which restrict students enrolling in certain majors. Students are accepted into certain colleges, (college of engineering, etc), but they are not guaranteed admittance into that college. Various students were initially admitted into PSU but were later told their high school GPAs or SATs were too low for "success". (Although the same scores were high enough to initially admit them!) I would never recommend Penn State.
