I'm an instate student so I can't really speak for those out of state, BUT..
Central is a good school for the cost. Costs are increasing which may catch up with the quality, however, at the moment CC's set.
This is a COMMUNITY campus, about 80% or so commute. Theres only oncampus housing for 1400+ students, but during the day, there are always people around. Weekends and Nights are pretty dry, but each dorm has its own events. The worst dorms are not as terrible as initially thought either. Also, there are tons of bars, bowling, clubs, etc within 5+ miles. In general, If you choose to go to or can opt to go to a school without any initial thoughts, CCSU is for you. The professors may be arrogant/rude at times, but so are people in the real world. The food isnt nearly as bad as some people make it out to be. The sports are fun to watch, and they are getting better every year.. even though many teams are already topnotch.
