Like most fairly large schools, what you take out reflects what you put in. Choose your classes wisely, be flexible, and plan ahead. For example, to avoid a large general psychology class, I simply took it at night through the Continuing Education Department; it was once a week with 20-30 other students. You can find good professors; and when you do, see if you can take other courses with that person. I took about 15 English courses and 6 or 7 of them were with my two favorite professors. Not only that, but the only English class I had with a TA was Writing 102. As I said, use your head and URI (and almost any college for that matter) can be a great experience.
